About the Arc of Greater New Orleans

Arc of Greater New Orleans (ArcGNO) is a CARF accredited, non-profit organization dedicated to advancing the independence and well-being of individuals with intellectual disabilities and has been operating in the New Orleans region for more than 67 years. The ArcGNO mission is to secure, for all people with intellectual disabilities, opportunities to develop, function, and live to their fullest potential. The organization accomplishes that mission through education, advocacy, and support, thus helping to further the creation of a community that includes, accepts, and celebrates people with intellectual and developmental disabilities.

The organization has a staff of 210 people, and annually works with a diverse clientele of about 600 individuals in multiple locations. Current services include: Community Centers, Family Services Coordination, Employment Services, Arc Enterprises (Affirmative Businesses/Social Enterprises), and Project H.E.L.P. (Respite/Personal Care and Supported Living). All services are provided throughout a five‐parish area (Orleans, Jefferson, Plaquemines, St. Tammany and St. Bernard). The majority of the Organization's revenue in the $8.2M budget is derived from contracts for services with the State of Louisiana, Jefferson Parish, and various private contracts with businesses in the five‐parish area.

The organization was reaccredited by CARF in 2020 in five program areas. In the report issued by CARF following the visit to ArcGNO the survey team concluded that, “Arc of Greater New Orleans (ArcGNO) has proven to be a leader in providing support and services to the participants in the New Orleans region. The organization has earned the respect and support of the board and local community stakeholders for delivering high-quality, innovative services. The leadership and staff members at all levels are committed to meeting the participants’ needs. Strengths include solid delivery of services throughout the programs and (5) locations.”

Position Summary
The role of Executive Director is a full-time on-site position, with 5 direct reports. The Executive Director is the key management leader of ArcGNO, responsible for overseeing the administration, finances, programs and strategic plan implementation of the organization. Other key duties include fundraising, marketing, and community outreach. The position reports directly to the Board of Directors.

General Responsibilities

Board Governance

  • Responsible for leading ArcGNO in a manner that supports the organization’s mission, as defined by the Board of Directors.
  • Responsible for communicating effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions.

Financial Performance and Viability

  • Develops resources sufficient to ensure the financial health of the organization.
  • Ensures an annual audit is performed.
  • Responsible for the fiscal integrity of ArcGNO to include submission to the Board of a proposed annual budget and monthly financial statements, which accurately reflect the financial condition of the organization.
  • Responsible for fiscal management that generally anticipates operating within the approved budget, and maintenance of the organization in a positive financial position.
  • Assists in fundraising and developing other revenues to support the work of the organization.

Organization Mission and Strategy

  • Ensures that the mission is fulfilled through provision of quality programs/services, and working effectively with funders/partners.
  • Responsible for working closely with the Board on strategic planning to ensure that ArcGNO can successfully fulfill its Mission into the future.
  • Responsible for marketing and communications efforts that enhance ArcGNO’s image, in part, by being active, visible, and by working closely with appropriate state, professional, civic and private partners.

Organization Operations

  • Assures agency’s relevant accreditation(s)/licensure(s)/ certification(s) is/are maintained.
  • Oversees utilization of staffing, facilities and other resources to ensure that the operations of the organization’s programs/services are effective.
  • Responsible for ensuring that the hiring and retention of competent, qualified staff is occurring.
  • Responsible for establishing longer term and quarterly objectives, consistent with the strategic objectives and contractual obligations of ArcGNO, and measuring/reporting on progress as against those goals.
  • Responsible for reviewing/signing all agreements and other instruments made and entered into on behalf of the organization in accordance with Board policies. Will utilize outside professional services to assist as appropriate.

Key Attributes Sought

  • Bachelor’s Degree in a related field of study required. Master’s Degree is preferred.
  • Four or more years of successful experience with responsibility for provision of administrative oversite of activities in an organization.
  • Significant experience in working in an organization that provides services/supports to individuals with Intellectual and Developmental Disabilities utilizing Medicaid funding.
  • Passion for the mission. Strong management skills to include program development, delegating, task facilitation, budget preparation/management, decision making and reporting.
  • A leader who can empower and galvanize agency personnel.
  • High integrity.
  • Visionary, with capacity for high level strategic thinking and planning.
  • Capacity to be an effective “ambassador” for the organization—a strong internal and external representative for the agency and its services.
  • Ability to work effectively with funding agencies and/or political leaders on behalf of the organization.
  • Deals effectively with diverse cross sections of people while maintaining an equity focus.
  • Strong interpersonal and communication skills.
  • Strong work ethic.

Key Challenges/Opportunities

  • Maintain essential staffing through effective recruitment, personnel management and enhanced training.
  • Improve and sustain staff morale.
  • Work closely with the Board to address organization’s image/standing in the community.
  • Respond quickly/effectively to any changes in the state funding environment,
  • Formalize procedures and processes to improve service delivery.
  • With the Board, develop a strong strategic planning process that includes moving the organization to the next level by expanding the array of services.
Travel outside the community would be less than 5% of the person’s time.

Salary and Benefits
Salary: The salary range associated with the position will be $110,000 - $130,000, which is based-- in part-- on meeting certain performance criteria. Salary is competitive with both national and regional data. Annual raises are provided following performance reviews conducted by the Board.

Benefits: Medical, dental and vision coverage is available, as is voluntary life and ADD insurance. Annual Paid Time Off (PTO) accrual is provided for sick leave and vacation. Thirteen paid holidays. 401 K retirement plan (IRA) available with up to a 3% annual match.

Relocation Expense: Provision of reimbursement for relocation expense is negotiable.
