The Director of Research and Evaluation will be responsible for developing and implementing a research and evaluation plan for the Institute on Disabilities, Pennsylvania’s UCEDD (Institute) and all of its projects. Responsibilities include the following:

  • conducting annual evaluations of the Institute’s accomplishments and impacts;
  • establishing an annual research agenda;
  • in collaboration with Institute staff, develop research initiatives with existing 30+ programs;
  • conducting quantitative and qualitative Research and Evaluation activities;
  • ensuring all projects have an effective evaluation plan;
  • participating in the conduct of research and evaluation of programs at the Institute;
  • securing funding through grants and contracts for research in areas of interest related to the field of intellectual, developmental and/or other disabilities and assist in peer-reviewed publications of project findings.
  • act as the Project Director of the Independent Monitoring for Quality initiative in PA, a significant deliverable under the contract with the PA Office of Developmental Programs.
  • manage state contract between the PA Office of Developmental Programs and the Institute.
  • performs other duties as assigned. 


Required Education & Experience:

Master’s degree in a human services or behavioral science field with an emphasis on applied research and five years’ experience as an active researcher in social science field.

An equivalent combination of education and experience may be considered. 

Required Skills & Abilities:

*3-5 years of project/contract management experience.

*Acquired knowledge of the field of disabilities, especially federal, state and local policies and services concerning people with disabilities. 

*Demonstrated record of conducting qualitative and quantitative research. 

*Demonstrated record of grant writing, grant development, and publishing in various disability fields. 

*Demonstrated ability to work collaboratively as part of a team and with other agencies. 

*Demonstrated computer proficiency with SPSS or similar statistical packages.  

*Demonstrated record of disability- or education-related research


*Publications in the field of disabilities  

*Doctoral Degree
